LAKE FOREST PROPERTY OWNERS ASSOCIATION'S NEIGHBORHOOD WATCH PROGRAM:
For those residents not familiar with a neighborhood watch program, it is a volunteer program by which residents become the "eyes and ears" for the local police. It is obvious that the police cannot be around 100% of the time. A neighborhood watch program encourages participation between the police and the community. This occurs when neighbors make a commitment to call the police when a crime takes place or there is suspicious activity. The police then act on this information and report back to the residents on their progress.
The goals of a neighborhood watch program are to: (1) increase awareness of the crime of burglary and other property crimes; (2) implement various safety and residential security strategies to make homes more secure and less likely to be targeted; (3) help neighbors recognize signs of suspicious and criminal activity and to report them to the police; (4) implement an "Operation ID" program to deter burglary and to recover stolen property. This involves implementing a property identification procedure that assists police in the return of recovered property in the event of a theft or burglary. It is also recommended by insurance companies; and (5) develop and utilize a communication network within the neighborhood for the purposes of informing neighbors of criminal and suspicious activity and other neighborhood-oriented concerns.
In order to make the Lake Forest Neighborhood Watch Program a success, over the next several months we will be asking for volunteer Block Captains. The Block Captains will act as a liaison between the neighborhood and the police department. They will also issue Operation ID forms to households who have engraved property for identification purposes. Block Captains will act as an "information center" for the neighborhood, i.e., knows when families are on vacation and be aware of senior residents with special needs. They will also be alert to door-to-door solicitors and assist in the removal of advertising flyers left at unoccupied homes. Block Captains will also report unusual activities, pedestrian or vehicular traffic, to other block watch members.
