LAKE FOREST PROPERTY OWNERS ASSOCIATION STATED BOARD MEETING January 28, 2008

In attendance were John Peterson, Willie Robison, Sherrie Weller, Bryan Frater, Jim Moss and Selena Vaughn, Joe Mosley and Clint Martin. Staff attendance was Steve Jernudd. Absent was Marie Bidney

The meeting was called to order by President John Peterson

Minutes for Approval:

The minutes for the December 2007 stated meeting were approved after correction to architectural report.

Committee Reports:

Financial: Joe Mosley gave report; the finance committee met on January 24th to go over 2007 year end financial. For the month of November, money received from collections $7329.08; 19 liens were filed, 25 accounts were sent to collection and 14 delinquent letters were sent out. Received from collections in December $5274.05; In January 23 accounts were sent to collection and 95 delinquent letters were sent out.

Architectural: Jim Moss gave report regarding new architectural charges. He would like to let property owners know about these new charges by putting the information on the website, marquee and in the Lake Forester. For the month of December 12 violation letters went out and 32 previous and current violations were corrected.

Building and Grounds: Willie Robison reported that the roof has been completed and paid in full. He said he would like to do a walk thru at the Country Club & Yacht Club to see what improvements/repairs need to be made there. He reported the freezer at the club went out and repairs to fix it amounted to $6100.00.

Communications: Selena Vaughn invited everyone to attend the next Improvement Committee meeting on February 12th @ 6:30. She said that anyone interested in becoming involved with a neighborhood watch program should contact someone with improvement committee.

Food and Beverage: Sherrie Weller gave report. Pourers have been installed at Yacht Club to better keep up with amount of liquor that goes in drinks. We are also looking into food costs and doing a food analysis.

Greens: Jim Moss reported on rebuilding the greens due to deterioration of golf course; golf play is as slow as it has ever been and with the improvement of the greens it should encourage more golf play. Income is falling off due to low daily play. Jim introduced Carl Kauffman as a new member to the Greens Committee. The committee will be meeting with Steve & Derrick to make a long range plan to improve the golf course. Steve has ideas to promote more outside play. Steve reported he had 137 free greens play coupons turned in so far and anticipate more in February.

Lake: John Peterson reported a watershed meeting with David Yeager will be held at the country club on February 7th for potential bidders for this watershed plan. John said it does not look as if there will be a problem raising the money for the watershed plan. The construction at Bay Breeze Apartments had some breeches in their sediment control devices and obviously sediment from this project went into the lake. There are also other entities that have been cited for violating their permit requirements by polluting the lake. John made a motion to the board for permission to write a letter to these entities asking them to cease and desist from discharging polluted water into our lake and warn them of Clean Water Act violations and possible remedies should it continue; he will seek out a notice of violation from ADEM.

Recreation: Clint Martin reported Tennis & Pools under budget for the year. Continued discussion regarding a pool at the country club.

Yacht Club and Marina: In Marie Bidney’s absence Steve Jernudd gave report. We have 24 of 42 wet slips rented out and 81 of 120 dry slips rented out.

Before going to member comments John Peterson read a letter from Mayor Fred Small thanking Lake Forest for their efforts in working with the City of Daphne and the Daphne Police & Fire Departments in their search for the missing woman on January 16th.

Member Comments:

Don Roberts began by saying that he and his wife have lived in Lake Forest since 1978, during that time he had written several letters to the newspapers and appeared before the board extolling the benefits of living here. Feeling as he does Mr. Roberts suggested that we be more aggressive in selling Lake Forest in order to help maintain and improve our amenities. He wanted the board to explain the complexities involved, as a not for profit organization the merchandising of Lake Forest. Mr. Jernudd said he would do some research and get back with the board.

Doretta Bottenus had a similar approach to the board. She would like to be able to advertise Lake Forest and its amenities through the Chamber of Commerce and some of the rest stops along the interstates.

Henry Lawson said the subject of advertisement has come up in the past and presented to a tax accountant and studies were done to find out exactly what you can and cannot advertise. Henry gave a handout to each board member regarding a no smoking ban. What are the rights of a private club regarding a no smoking policy?

Old Business:

Transfer fees (Charges) tabled indefinitely.
GM Search Update (Tabled for Executive Session)

New Business:

Placement of Pavers - Bryan Frater said that the Architectural committee approved the placement of the pavers to be placed in front of the country club between the sidewalks. Motion was made by Jim Moss for approval by the board for said placement. Motion passed.

Yacht Club Improvement. – Sherrie Weller made a motion to replace the carpet at the Yacht Club; estimated cost of replacing carpet would be $6250.00. Motion Carries

Golf Course Irrigation – Jim Moss made a motion to approve an upgrade to the irrigation system. Steve Jernudd reiterated what the new system would accomplish and that in the long run it would save the club money. Motion carried.

City Smoking Ordinance - Willie Robison went over the city ordinance regarding smoking. The ordinance will be voted on February 6, 2008. Will smoking be allowed in the Bayview and at the Yacht Club bar area? Private clubs vs. public clubs. Willie will be checking into what the rules will be with the city attorney.

GM Spending Limit – Willie made a motion to raise the GM spending limit from $4500 to $7500. Motion carried. Clint Martin opposed.

Motion was made to change next stated meeting to Thursday, February 21st @ 6:30 p.m. Motion Passed.

Board Comments:

Clint Martin Congratulated Steve for making Golf Today’s Most Favored Golf Pro. Joe Mosley reported that Friday Construction has turned over to Lake Forest Section 33. He also reported that the covenants expire in 17 years.
